� � MCDonald Day Care SPU 4-84 Page -2- •s After• due consideration of the evidence presented by the Anplicant; evidence elicited during the public hea�ing; and as the result of the personal inspection of the subject p�operty and surrounding areas by the Everett Hearing Examiner , the following findings of fact and conclusions constitute the basis of the decision of the Everett Hearing Examiner . FINDINGS OF FACT � 1. The Applicant has �equested approval of a Special Property Use Permit for property located at 2412 East Grand, Everett, Washington. It is the intent of the Applicant to operate a day care facility for twelve children on the site. Possible future expansion of the site fcr the purpose of operating a pre-school day care facility for up to 30 children could occur on site. 2. The subject propecty is zoned R-2 , Single Family High Density Residential. 3, The subject property is 20 , 400 squace feet. The building on the site is approximately 1 ,760 square feet. 4 . In order Eor a Special Property Use Permit to be issued within the City of Everett the criteria as set focth in Secion 19 . 58. OlOB of the Everett Municipal Code must be adhered to. That cciteria include: A. The proposed use must be reasonably compatible with other uses and potential uses within the general area in which the use is proposed ko be located; B. The use must not have a se�ious adverse effect on the ecology and/or environment of the community; and, C. The use must serve the public convenience and necessity. 5, Section 19 . SB.OlOC2 of the Everett Municipal Code requires day care centers be considered under the criteria for the grantin9 of a Special Property Use Permit. 5, The Applicant has been operating the day cace facilit}' on site for over two years . She has nct obtained a Special Property Use Permit from the City.
