Surrounding propecties include the Scott <br /> Paper Riverside Shipping Yard and the Buclington <br /> Northern Railway. Single E'amily cesidences are on both <br /> the north and south side of the Applicant' s property. <br /> 9. The subject property is larg� enough to accommodate a <br /> day care facility. In addition, there is enough area <br /> for a future expansion of 30 children. <br /> 10. There is parking on the southwest corner of the site. <br /> Between four and five vehicles can be parked at this <br /> location. In addition , there is significant on-stceet <br /> packing on East Grand. <br /> 11. A Declaration of Non-Significance has been issued for <br /> the development of the site as a day care facility. <br /> 12. There is some debcis that has accumulated on the si.te <br /> near the rear of the property. This debris is to be <br /> removed from the site. <br /> 13. The proposed use pcovides a service to the neighborhood � <br /> and the people within the City of Everett. Thece is a <br /> need for day care services within the City. <br /> 14 . The Everett Planning Depactment has recommended approval <br /> of the Special Property Use Permit subject to the <br /> following conditions: <br /> 1. The Applicant comply with all DSHS requirements <br /> related to the number of children occupying the <br /> facility and that there not be more than 30 <br /> children permitted in any event. <br /> 2. The Applicant remove all debris on the western <br /> portion of the subj=ct property adjacent to the <br /> alley. <br /> 3 .
