A x -
ryx9y
HZH
1 C)
H pU
'I H '9 ' . , .
C/1 H
 O H
OH
 g
Ne::t ' he inspection party went to the 2nd floor of the s,.ructure and
z y i!s pected the living and sleeping area which is m- was part of another
apartment. This area was livable with no apparent violations.
HH
y + The next area was the bathroom which is usable.
gdy
Various other rooms of the interior of the structure were visually
o inspected and the following was observed (nonhaGitable areas at thls
time) :
1 . Plaster falling from areas of the ceilings and wall .
This damage could be the result of dampness (lack of
heat), building settling or iust plain malicious damage.
As these areas are not used for habitation, the lack of
plaster is not a hazard.
2. Many of the areas that would normally be utilized for
habitation were lacking plumbing fixtures and heating
units (the fuel for heat would be natural gas) .
3. There are some windows that are broken and missing but
these are riot in the areas that Mr. Green is now utilizing
'1 for his living.
'_' . I
4. Electrical fixtures are missing in various areas of the I
'1 structure but not causing any hazard.
' ' S. Plumbing fixtures missing in bathrooms that are not being '
 utilized.
During an earlier inspection of the structure it was noted that the roof
' was leaking quite badly and was in need of repair.
On March 8, 1985 a discussion was held between Norm Vanderpool , Elect- ,
1 rical Inspector, ard myself relative to the electrical service in this
building and Norm commented that the service was adequate and is in
no better or worse condition than that of most of the old buildings in
'' the City of Everett and is not considered to be in a hazardous condition.
i
At this point in time if the structure is closed off from the areas that
' are being utilized for habitation and is also secured from entrance from
the outside and that no additional interior space is utilized, the
' Building Official 's Notice and Order and Resolution of Demolition should
be removed from the City Council agenda of April 24, 1985.
Mr. McKee should be made aware that the structure cannot be allowed to
deteriorate any further. If it does, in our opinion, then the City
will have no further alternative but to proceed with abatement proceedings.
_ z _ '
