. . <br /> • the site is relatively stable; <br /> • the risk of damage to the existing structures or to adjacent properties from soil instability during and <br /> following construction will be minimal, subject to the conditions set forth in the report, <br /> • the proposed construction will not increase the potential for soil movement. <br /> The repon includes recommendations for site prepazation, excavation, structural fitl, foundation support, <br /> slab-on-grade, retaining structures, drainage and utilities. Thc recommendations include, but are not <br /> limited to, the following: <br /> 1. It should be the contractor's responsibility to maintain safe slope configuration. It may be <br /> necessary to cover temporary slopes. All temporary excavations should be shored or sloped back <br /> at one horizontal to one vertical. Seeps may occur during excavation. <br /> 2. If structural fill is needed, it should be placed in maximum 12-inch lifts and compacted to 95% of <br /> maximum dry density. A representative from a qualified testing lab should be on-site ro monitor � <br /> the placement of the fill and verify that the required compaction is achieved. � <br /> 3. Founriations within 15 feet of the top of slope should be placed upon drilled piers to support the <br /> foundation without loading the top of slope. The remaining portions of the structure may be placed <br /> upon a conventional spread footing. <br /> € <br /> 4. All surface drainage should be directed away from the existing and proposed structures. All roof <br /> drains should be tighdined to the stormwater collection sys[em. <br /> 5. The final plans shoulri be reviewed by the geotechnical engineer. <br /> 6. Excavation activities should be monitored by the geotechnical engineer. i: <br /> During the public comment period for this application, the City received a comment letter from the � <br /> adjacent properiy owner to the south (Soriano-6/I1/Ol). The letter raises a concern about the proximit�� <br /> of the proposed building on Lot 2 ro the existing condominium structure located at 1930 Grand Aver.ue. <br /> It states that the strucmre at 1930 Grand is presently located approximately three feet ftom the properry <br /> line. It also sta[es that the foundation for this structure is the original foundation upon which a house was <br /> contructed in 1910. The letter raises concerns about potential impacts of wnsttuction (i.e., excavation, <br /> vibration) on the condominium structure due to the two buildings being located less than 10 feet from each <br /> other. The letter a� o raises concerns about ban}: stability due to the building being located partially on <br /> the bank. These latter concerns are addressed in the soils reports for the project. See also the response <br /> letter from Richard Sullivan dated June�3;2001. <br /> 27 <br /> The Applicant's soils report contains specitic recommendations that address the proposed building <br /> contruction (see above findings).
