STAFF COMMENTS:
On i:he one hand, the Board is being asked to allow an in-
crease in the number of dwelling units beyond the Code' s maxi-
mum. On the other hand, it is being asked to reduce parking
below the Code' s minimum. Fur*hermore, there is an acknow-
arkin roblem and, while the applicant may
ledged on-street p 4 P
argue that he should also be allowed to park some ars on the
street, it could bp argued that the existing situata.on should
not be aggravated.
While the provision of a caretaker' s quarters may reruce
vandalism, it will have the added benefit of produci.g addi-
tional revenue for the owner (assuming the caretaker i:, charg-
ed some rent) . Similar revenue is being denied other property
owners who must abide by the Code.
We wondar if possibly some security measures, such as lighting,
alarms, etc. , could be installed as a possible deterrent to
crime. By doing so, the problem might be solved with the pro-
perty owner, rather than the community, bearing the burden.
These arguments notwithstanding, the Board would probably be
legally justified in granting the request with the findings
and stipulations proposed above.
J
RS:jes/W-3
(mc)
