4. Substantial landscaping must be provided along the Grand Ave. <br />frontaqe between the sidewalk and the building. Plantings shall <br />consist of a mix of evergreen and deciduous trees and shrubs and <br />groundcover and shall include some plants with a vertical element <br />to break up the appearance of bulk of the building. A <br />landscapinq plan must be reviewed and approved by the Planninq <br />Department prior to the issuance of any Building permits for this <br />proposal. (SEPA Land and Shoreline Use Policies) <br />5. A solid wood siqht obscurinq fence a minimum of 42 inches in <br />height must be provided along the south property line to <br />provide separation from the adjacent properties and to provide <br />screeninq of tha parkinq areas. (Note: the property owner to <br />the north has indicated that a fence is not desired.) (SEPA Land <br />and Shoreline use Areas) <br />6. This project has an assessed recreation and parks impact of .42 <br />acras. The Applicant can mitigate this impact throuqh the <br />provision of on-site amenities such as a 40 foot by 40 foot tot <br />lot or other recrPational amenities. The Applicant also has the <br />opportunity to v�luntarily mitiqate this impnct in the nenrest <br />neiqhborhood Park. The recreation facilities provided must be <br />approved by the Parks Department (contact Daryl Bertholet at <br />259-0300). (SEPA Land and Shoreline Use Policies) <br />7. Signinq for the buildinq must comply with Section 19.22•030 of <br />the Zoninq Code. (SEPA Aesthetics Policies) <br />IiITIGI►TION RSQUIRHD BY SXISTING CODB3 AND <br />1. A fire hydrant is required within 200 drivinq feet but not closer <br />than 50 feet, of every structure. Three hydrants are required <br />to be available. (SEPl, Public Services and Utilities Policies) <br />2. The fire flow required is 2,850 gpm. Based on 26,272 sf of <br />buildinq area, Type V-1 hour construction is required. (SET� <br />Other Policies) <br />3. An automatic fire alarm system, complying with Uniform Fire Code <br />Standard 10-2 is required. (SEPA Other Policies) <br />4. Portable fire protection which consists of either a) one UL rated <br />21�-lOB.C. extinguisher is required wichin 75 feet of travel on <br />each level or b) one UL rated 1a-108.C. mounted in each <br />apartment. if the latter is done, a letter or Everett Fire <br />Department supplied form certifyinq that the extinquishers have <br />been inspected is required. (SEPA Other Policies) <br />5. The building exits must comply with trie ��remoteness" tests of <br />Section 3308 (c) of the Uniform Building Code. It appeara that <br />the current exits do not.
