7. Full standard alley improvements are required from 25th Street to <br />26th Street includinq drainage control per City Standards per <br />ordinance 555-76 as amended. (SEPA Transportation Policies) <br />8. Special charqes for connection to the utility systems in <br />accordance with Ordinance 1171-85 are applicable. The actual <br />cost shall be computed by the buildinq Department per the <br />ordinance in effect at the tima and accordinq to the information <br />provided on the approved plans on the date of permit issuance. <br />(SEPA Public Services and Utilities Policies) <br />9. The sidewelk must be replaced on the full frontaqe of Grand <br />Avenue per City Standards. (SEPA Transportation Policies) <br />l0. On-site detention is required, OR, in lieu of providinq on-site <br />detention, if the downstream stormwater systems have the cnpacity <br />to handle the additionnl runoff, then payment to City Drainaqe <br />Fund 340 is allowed per Ordinanoe 670-80. (SBPA <br />Trnnsportation Policies) <br />The lead aqency for this proposal has determined that it does not <br />have a pzobable siqnificant adversa impact on the environment. 1►n <br />Environmental Impact Statement is not required under RCtt <br />43.21C.030(2)(c). This determinetion assumes compliance with stnte <br />law and City ordinances related to qeneral environr�entnl protaction <br />includinq but not limited to riqht-of-way improvemant requirements, <br />draineqe, etc. This decision was made after review of a completed <br />environmentnl checklist and other information on file with the lend <br />aqency. This informntion is aveilable to the public on request. <br />This Detarmination of Non-significance is epecifically conditioned on <br />compliance with the conditions attached hereto which are incorporated <br />by reference as if fully set forth herein. <br />A 15-day public comment period for this proposal ended on April 27, <br />1989.
