This residence presently has a garage off the alley to the <br />west of Grand Avenue that is on a separate parcel of land. The applicant is <br />requesting a driveway off Grand and parking space in the front yard set back area. <br />The Council is authorized to grant a variance to EM.0 Chapter 13.16 if applicant <br />meets the criteria of 13.16.110, Unusual Conditions. <br />The purpose of the code is to minimize access points, maximize street parking, <br />and provide a uniform street appearance. <br />RECOMMENDATION: <br />It is recommended that Council also consider the impacts to the surrc_.idinq area. <br />
