FINAL DECLARATION OF NON -SIGNIFICANCE <br />SEPA # 82-12 <br />'his Final Declaration of Nonsignificance shall expire one year from r <br />date of issuance unless a completed building permit applicatic•) has <br />been submitted within that time. A request for a one year extension of <br />this Final Declaration of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. <br />Description of Proposal - The proposed action is the issuance of building permits to <br />allow the reuse of an existing structure. The three story building previously included a <br />wholesale use on the first floor, and the upper two floors were vacant. Each floor is <br />approximately 15,000 square feet. The proposed re -use of the building would include <br />approximately 18,000 sq,iare feet of retail use and i2,000 square feet of wholesale use, <br />and an approximately 200 square foot kitchen is included on the third floor. The <br />following factors were considered and the listed requirements were placed in response <br />to comments submitted during our review of an environmental checklist for this <br />proposal: <br />1. The site is zoned C-2, Heavy Commercial -Light Industrial Zone, which would <br />allow the proposed use. <br />2. A Health Department approval must be obtained for the kitchen area. <br />3. Fire Department approval must be obtained prior to occupancy. <br />4. Detailed drawings shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, alley and sidewalk improvements. Public Works <br />Department approval of these drawings is required prior to any permits being <br />issued. All improvements shall be completed, approved and warranted before the <br />Occupancy Permit is issued. <br />5. Full standard alley improvements are required to the abutting alley frontage. <br />6. Sidewalks must be repaired/replaced on Norton Avenue and California Street to <br />City standards. <br />7. Parking area must be paved, and include drainage control. <br />8. Parking area must be landscaped to City codes. <br />9. Performance guarantees are required for alley, sidewalks and landscaping <br />10. A one-year Warrantee Guarantee is required on the public alley, sidewalks, and <br />site landscaping for an amount not less than 10% of the cost of construction and <br />shall run for one year from the date of issuance of the first Occupancy Permit <br />for the project. <br />11. Detailed building plans must be submitted to the Fire Marshal for his estimate of <br />the required fire flow. The existing water system can provide approximately <br />2500 G.P.M.
