FINAL DECLARATION OF NON -SIGNIFICANCE
SEPA # 82-12
'his Final Declaration of Nonsignificance shall expire one year from r
date of issuance unless a completed building permit applicatic•) has
been submitted within that time. A request for a one year extension of
this Final Declaration of Nonsignificance may be made to the Planning
Director prior to the expiration date.
Description of Proposal - The proposed action is the issuance of building permits to
allow the reuse of an existing structure. The three story building previously included a
wholesale use on the first floor, and the upper two floors were vacant. Each floor is
approximately 15,000 square feet. The proposed re -use of the building would include
approximately 18,000 sq,iare feet of retail use and i2,000 square feet of wholesale use,
and an approximately 200 square foot kitchen is included on the third floor. The
following factors were considered and the listed requirements were placed in response
to comments submitted during our review of an environmental checklist for this
proposal:
1. The site is zoned C-2, Heavy Commercial -Light Industrial Zone, which would
allow the proposed use.
2. A Health Department approval must be obtained for the kitchen area.
3. Fire Department approval must be obtained prior to occupancy.
4. Detailed drawings shall be submitted to the Public Works Department showing
site parking layout, landscaping, alley and sidewalk improvements. Public Works
Department approval of these drawings is required prior to any permits being
issued. All improvements shall be completed, approved and warranted before the
Occupancy Permit is issued.
5. Full standard alley improvements are required to the abutting alley frontage.
6. Sidewalks must be repaired/replaced on Norton Avenue and California Street to
City standards.
7. Parking area must be paved, and include drainage control.
8. Parking area must be landscaped to City codes.
9. Performance guarantees are required for alley, sidewalks and landscaping
10. A one-year Warrantee Guarantee is required on the public alley, sidewalks, and
site landscaping for an amount not less than 10% of the cost of construction and
shall run for one year from the date of issuance of the first Occupancy Permit
for the project.
11. Detailed building plans must be submitted to the Fire Marshal for his estimate of
the required fire flow. The existing water system can provide approximately
2500 G.P.M. If the required fire flow is greater than this, the water system must
be improved to meet requirements.
MAR gp 1982
CITY OF EVERETT
Public Worl geot.
