TO Bruce Jones, City Attorney
FROM Lawrence T. Erickson
PATE January 5, 1971
c ITY OF EVERETT. EVERETT. WASHINGTON
SUBJECT Inspection of Welfare office, 2809 Grand
At the request of Hills Collins, Mr. Erickson and Mr. 'rarrens made an inspection
of the Welfare Office at about 10:00 a.m. January 5, 1971
The building apparently, from spot checks, is loaded to capacity (Re: U.B.C.
sec 3301 (b) with welfare employees.
In addition there were from a rough head count approximately 150 welfare applicnnts
in the reception room. This room is approximately 22'x28' or 616 sq. ft., or
4 sq. feet per person. This greatly exeeds the U.B.C. use for an office building,
or portion thereof. This overcrowding is creating a fire hazard regarding exits,
overloading of toilet and air exhaust facilities. The reason that we were called
to inspect the building was the numerous calls that the fire department has had
for resuscitator calls.
A1tho the Welfare Department is securing additional space January 15th, we have
written a letter to the assistant Secretary of the Department of Social Services
recomnending posting the building with naximum capacity and recommending that
they provide adequate facilities in the future to avoid a reacurance of the
prc:,ent condition.
Mr. Maurice Anderson, Administuator of the Everett Welfare office is aware of
this letter and concurs so it will aid him in obtaining additional space in
the future.
