Box 1162 Olympia, Washington Re: Welfare Office, 2809 Grand Avenue, Everett, Washington Dear Sir: — — At the request of the City of Everett Fire Marshall, an inspection was made of the Welfare office at 2809 Grand Avenue, Everett, Washington concerning the occupancy and use of the building. The Inspection was made by Mr. L. Erickson, Head of the Inspection Department for the City of Everett and his Plan Checker, Mr. Farrens. The Inspection was made on the morning of January 5, 1971. The City of Everett has adopted the Uniform Building Code, and in accordance with that code the subject building is used as an office building. Table 33-A permits 100 square feet per occupant for an office building. It was apparent from the inspection that the maximum occupant load was being fulfilled by the employees. In addition to the employee load there were approximately 150 welfare applicants in the reception room. This did not include other welfare applicants being interviewed in various other parts of the building. The reception room was approximately 22 feet by 28 feet or roughly 616 square feet which gives a use Load of approximately 4 square feet per occupant in that room. The combined employee and welfare applicant load violates sections 3001 (b) and 3301 (e) of the U.B.C, for both the building and the reception room. This overcrowding is creating a hazard regarding fire exits, and over- loading to;.let facilities and air exhaust systems.
