The structural fill should consist of clean <br />soils with particles no larger than three inches and should be free <br />of orqanic and other deleterious substances. The structural fill <br />should be placed with a moisture content at or near its optimum <br />moisture content. The optimum moisture content is the water <br />content in the soil that enables the soil to be compacted to the <br />highest dry density for a given compaction effort. <br />�,q <br />The on-site silty, gravelly sand to silty sand soils may be used as <br />�, structural fill provided their moisture content is near the optimum <br />moisture content. If the earth filling operation must be carried <br />out during wet weather, the structural fill used should consist of <br />" a clean, free-draining, granular soil containing not more than five <br />percent finer than the No. 200 sieve based on the fraction of the <br />material passing the No. 4 sieve.
