The cost to.Tiz Door <br />per square foot per year. <br />The -Public Works Department has recommended.that this request be approved.. <br />Moved 'by Councilman Aldcroft, seconded by Councilman !Michelson, to grant. <br />the request and lease to•Tiz. This project is to provide temporary emergency. shelter to victims q <br />of domestic violence and their children, not to exceed 15 people at any. <br />one time: and to operate 24 hours a day in a large existing residence at <br />..3827 Grand. <br />Mr.. Ervine said the lot*area is 12,000 square feet and the existing <br />•zoning.is R-1 Single -Family Low -Density Residential. Surrounding zoning as <br />k is also.Single-Family Low -Density Residential. <br />f Mr. Ervine.stated that the Planning Commission heard considerable testimor <br />on.this proposal and made the following findings: <br />1. The Stop Abuse Center will be reasonably compatible with other <br />uses and potential uses within the general area. <br />2.. Since the use will occupy an existing structure no major en- <br />vironmental effects.will result from, this activity. <br />3.• The Stop Abuse Center will provide a vital service to the <br />residents of Everett and Snohomish County. <br />4. Parking demands on site will be minimal as residents -at <br />-Stop Abuse will be encouraged to leave their cars at ari <br />off -site location to be approved by the City Traffic Engineer._ <br />It is recommended by the Planning Commission to grant the requested Speci¢ <br />property Use Permit subject to the following conditions: <br />1. That the applicant provide the City.of Everett with Power - <br />of -Attorney for street improvements to Grand Ave. by L.I.D. <br />.2: That the applicant participate in the•funding of the North <br />End Sanitary Sewer Interceptor. <br />3. That grading, temporary erosion controls and drainage plans <br />are submitted prior to any additional site work. <br />4. That a detailed landscaping plan be submitted to and approved <br />by the Planning Department. This plan shall be implemented <br />prior to occupancy. The north and south sides of the site <br />shall be landscaped to a width of 5 feet. <br />
