September 25, 1973
Following are comments received to date from the various City
Departments with regard to the David Brandvold request for variance to
divide four lots into eight with a sixteen foot road easement into the
back of the lots and divide lot 26 into two lots:
Street Department: No comment
Police Department: Report from Reid Shockey
Talked to Capt. Doughty 9-18-73. lIe is concerned about 16' easements.
Feels they are too narrow for emergency vehicles. Also questions how
parking would be handled for visitors, etc. Feels that 175' is a long
distance for a 16' drive. Does not have a suggestion for actual width,
bnt feels a minimum of 22' would be desirable.
Fire Department
Recommend that 16' easements (driveways) for access to Lots 8-A, 9-A,
10-A, 11-A be paved to reduce the possibility of access lanes becoming
ta+q muddy, 8' wide, ruts.
Also, another hydrant must be provided equally spaced between Mukilteo
Boulevard hydrant and new hydrant at Lynnwood and Belvedere.
Traffic Department
Recommend that subject 16' easements be paved full width as a requirement
for the variance.
Water Department: Report by Larry Callahan
Per conversation with Charles Moore, Water Department and Hugh Warren,
Public Service Section, Engineering Department, 9-20-73, the westerly
portion of Lots 8, 9, 10, and 11, Darlingon Replat, Lot 'X' can be
served with water with no problems. Sewer service is another question.
1. Cannot be served by gravity flow from Lynmvc cd Drive.
2. If to be served from Lynnwood Drive each site will have to pump
as there is approximately a 40 ft. difference in grade.
3. There is the thoughtthat a sewer line could possibly be constructed
by Brandvold along the Wly property line. Has this idea been brought
forth to Brandvold?
4. Dean Pittman, Plbg. Inspector, stated 9-21-73 that a septic tank
may be acceptable if drain field is designed by a licensed and
bonded designer. But Dean would rather have the area served by
sanitary sewer than septic tank.
5. Developer should hire a consulting engineering firm to design and
make recommendations to the City for our approval or disapproval
is recommendation of Charles Moore.
6. Also, Mr. Moore : Will the side sewer from these lots be pumped
Lynnwood Drive or will the developer install a sewer with manholes to
Mukilteo Boulevard.
