.- <br />STEEP SLOPE BUFFER REDUCTION <br />SEAWAY TRACT 2, L01'S l AND 2 <br />(REVI +1"12-98) <br />August 27, 1998 <br />Findings: The City of Everett Planning Department rcceived an application from you to ailow a Stap Slope <br />Duffer Rcduction for the stecp slope along the west side of the Seaway Tract 2, Lots I and 2 property. The rcquest <br />is to al�ow pazking and driveways to bc provided in the rcquired 25 foot buf(er. <br />Section 37.080.0 of the Zoning Code �nd Ordinance No. ? 136-96 allow the Planning Director ta authoriu a <br />alteretion o(the standard buffers listed in ihe Zoning Code if a georechnical report is approved which demonstrates <br />thar. <br />. The proposed development will not create a hazard to the subject property, suRounding properties or righu-of- <br />way, erosion or sedimentation to off•site properties or bodies of water; and <br />• The proposal addresses the existing geological constreints uf the site, including an assessment of soils and <br />hydrology;and <br />• The proposed method o(construction will reduce erosion potential, landslide and seismic hazard potential, and <br />will improve or not adversely affect the stability of slopes; and <br />. The pro�osal uses construction techniques which minimize disruption of existing topography and natural <br />vegetation; and <br />• The proposal is consistent with the purposes and provisions of this Ordinance; and <br />. The proposal mitiga�es all impacts identified in the geotechnical repon; and <br />• All utilities and access roads or driveways to and within the site will be located so as to require the minimum <br />amount of modifi uion to slopes, vegetation or geologically hazardous areas. <br />The site has been mined under DNR mining pertnits. The slope was created through the mining operation. <br />Vegetation consisting of alder and maple trees and brush currently exists on the slope. Lit:le, if any vege[ation <br />erists within the required 25 foot bulTer at the toe of the slope. Additional grading is occurting on the site to add <br />approximately I-I/Z ro 2 feet uf fill ta the site. <br />A georechnical repon was completed for �he site by Earth Consultants, Inc., dated July 16, 1998. The report stares <br />that some indications of past instability exist, including debris ilow scarps and chutes and indications of downslope <br />creep in the vegetation. However, none o(ihese fea[ures appears to be recent or active. Fill that was placed at the <br />toe of the slope in 1996 should buttress the tce of the slope and mitigate the creep porentiaL (The additional I-1/2 <br />to 2 feet of fill from the currcnt grading should also help buttress the tce af the slope.) The report s[ates that Earth <br />Consultants belicves it is fcasible to extend pavement to the roe of the slope. Buildings should maintain a utback of <br />25 fcet. <br />Conclusions: The buffer has bcen highly modified through mining activiry on the site. The fill being placed on <br />the si[e will increase the stability of the slope. Based upon Earth Consul�ants conclusions, the provisian of parking <br />and driving areas will not advcrsely affcct the stabil�ty of the slope.
