NOTICE OF CUMPLETE APPLICATION
and
PL.ANNED ACTION DETERMINATION
SEPA M6498
Seaway Tract 2, Lots 1 and 2
August 27, 1998
DESCRIPTION OF PROPOSAL: The pr^posed action is construction of two buildings
totaling 228,800 sf on a 14.8R acre parcel for manufacturing and warehouse use. The
buildings would be 110,400 sf and 118,400 sf in size. Each may have a mezzanine or partial
sec;ond floor area ranging from 3,OOC to 20,000 sf. Merrill and Ring Creek runs along the
eastern portion of the property adjacent to Hardeson Road.
No specific user is known at this time. The parking analysis assumes uses will be 50 %
manufachring and 50% warehouse. All uses must be consistent with the uses listed in Table
1-1 of the SW Everett Subarea Plan Mitigation Decision Document and evaluated in the SW
Everett/Paine Field Subarea Plan EIS. Additional SEPA analysis will be required for other
uses.
The proposal includes a Landscape Modification to eliminate required landscaping along the
interior lot line where shared truck maneuvering would occur. Additional landscaping would
be provided to the east of loading areas and along the stream buffer.
A buffer reduction is proposed for the geologically hazardous steep siope along the west
portion of the property. The applicant proposes to pave up to the tce of the slope, rather than
providing a required 25 foot buffer at the tce of the slope.
PROPONEN'f: Kathy Cra}9/Mike Ainsely
CNA Architecture
777 - 108th Ave. NE, Suire 400
Bellewe, W.A 98004- 118
LOCATION: west of Hardeson Road
ZONING: M-2, Heavy Manufacmring
GENERAL PLAN: 5.1 Heavy Industrial
Lead Agency: City of Everett Planning Department
Contact Person: Mary Cunningham Phone: (425)257-8731
The City of Everett Planning and Community Development Director has determined that:
• The project is located within the boundaries of the Southwest Everett Subarea Plan.
• The zoning designation of the property upon which the project is proposed is consistent
with those designations analyzed in the Southwest EveretdPaine Field Subarea Plan and
EIS, December 1996.
• The proposed use is consistent with the uses and intensities allowed in the City's
development regulations and is listed as a use analyzed in the final EIS, Tables 3.1-1 and
3.1-2.
• The project is a use that implements the Subarea Plan and the project's significant
environmental impacts have been adequately addressed in the SW Everett/Paine Field
Subarea Plan EIS.
