', <br />,; After due r,onsideration of the testimony and evidence presented by the <br />� Applicant, testimony and evidence elicited during the public hearing, and as the <br />result of the personal inspection of the subject property and surrounding areas <br />by the Everett Hearing Examiner, the following findings of fact and conclusions <br />constitute the basis of the decision of the Everett Hearing Examiner. <br />.� . • <br />The Applicant requested approval of a Special Property Use PeRnit for <br />the construction of a 26,000 square foot administration building on <br />property at 7000 Hardeson Road, Everett, Washington. The buiiding will <br />serve as the administrative offices for Community Transit which provides <br />transit service in Snohomish Count� and the City of Everett. The <br />Applicant's operation and maintenance base is located near the subject <br />property on Hardeson Road. (Exhibit 1, Berger-Hansen testimony) <br />2. The sub;2ct property is zoned M-2, Heavy Manufacturing. In the <br />General Plan of the Ciry of Everett, the property has a designation of 5.1, <br />Heavy Industrial. (Exhibit 1) <br />3. A Special Property Use Permit is required because the activity is a <br />govemmental or quasi-govemmental office. Any govemmental or quasi- <br />govemmental office located outside the Central Business District of the <br />City of Everett requires a Special Property Use Permit. (Exhibit 1, <br />Cunningham testimony) <br />4. In order for a Speciai Property Use Permit to be granted within the City <br />of Everett, the criteria of EMC 19.41.150.0 must be satisfied. The <br />general criteria are: <br />(a) The need of the neighborhood, district, or City for a proposed <br />special property use. <br />(b) The adequacy of streets, utilities, and public services required to <br />serve a proposed use. <br />(c) The impact of tra�c generated by the proposed use on the <br />surrounding area, pedestrian circulation and public safety; and ability of <br />the proponent to mitigate such potential impacts. <br />(d) The provision of adequate off-street parking, on-site circulation, <br />and site access. <br />2 <br />
