SUrtLE'.1tENTAL AlPLICATION FOR SPECIAL PR6PERTY USES
NARRATIVE S'FATEMENT - GENERAL & SPECIFIC CR[TERIA
Community Transit (CT) is requating a Special Property Use (SP[n pertnit for construction of a
new Administration Building outside of the B-3 zone. CT would like to construct this fuiliry at
our exiuing Operations Base located at 7000 Hardeson Road. This would consolidate CT's
operations, maintenance, administration, and executive staff at one location.
M Administration Building (office ux) is an allowed use in the M-2 zone; the rcquirement for an
SPU is triggercd by the fact that CT is a quasi-governmental agency, not that an office huilding is
an unacceptable use.
A. GENERAL EVALUAT[ON CRITERIA
1. The need of the neighborhood, district, or City for a proposed pecial property use.
The proposed use would be located on he existing C1' operations base. Lucating
administrative employees on the same site as operations and maintenance will increase
efficiency and communication throughout the agency. Additionally, employees would be able
to walk between facilities, instead of driving.
2. The adequacy of streets, utilities and public services requircd to serve + proposed uu.
The site has adequate access directly from Hardeson Road via three existing bridge crossings.
The faciliry, a.s an office building, would not have large demands on public utilities or services;
existing levels of service are more than sufficient to serve the building.
3. The impact of tnfTic genernted by the proposed use on the surrounding area,
pedatrian circulation and public safety; nnd the ability of the proponent to mitignte
such potential impacu.
The building would generate approximately 239 average daily trips (ADT's), with 47 p.m.
peak hour trips. PedestriaNpublic access and safety will be maintained at the site, including
locating the building close to Hardeson Road, landscaped walkways, and separation from bus
circulation. CT has completed a traffic impact study which indicates traffic mitigation of
approximately $10,000 be paid to the City.
d. The proviion of adequate off-street parking, on-site circulation, and site access.
The site has more than adequate area for otF street parking, access, and circulation.
Remaining areas (not used for parking, circulation, buildings or required landscaping) will
likely be landscaped and/or planted with grass
S. Compatibility of proposed structures and improvements with surrounding properties,
including the size, height, location, setback :ud arrnngement of all proposed buildings
and fAcilities, eapecially aa they relnte to light :nd shadow impacb on more sensitive
land usea and less intensive zona.
The building will be of concrete tilt-up construction, designed to match and blend with the
existing on-site buildings and other buildings in the area. Approximately 26,000 square feet
Communiq• Transit Adminisvauon Building EXHIII Pagc I
SPU Pertnit Evaluadon Cntcna
p OE?.
