SPECIFIC EVALUAYION CRITERlA
According to Ordinance 1849-92, Pazagraph D, l. crovemmenni or uu-w.u•..
pccivities, a) Public Buildings and Public Service Uses:
. Government Office uses and buildings may be permitted to locate outside the B-3 zone
only when:
(a) such use is incompar;h!e with other uses permitted in the B-3 zone or is
inconsistent with the stated purpose of the B-3 zone; or
(b) when the public intended to be served by the proposed govemmental oPfice use
will clearly be better served by a location outside of the B-3 zone..
. Government activities and public facilities that involve large vehicles, bulk storage, or
processes that are incompatible with the permitted uses or stated purpose of the B-3 zone
shall not be located in the B-3 zone.
CT believes that this proposal meets the above specific criteria for locating a government
activity outside of the B-3 zone. CT has decided to relocate our administration building to the
new Mertill Creek Operating Base in order co consolidate staff and resourca onto one
location. The administrative and executive staPf serve all CT employees, the majoriry of
whom are already located at Merrill Creek. By consolidating our staff onto one site, we will
be abie to rcduce daily automobile trips between facilities while increasing the efficiency of
our organization. Additionally, the current administration building (now located at 164th
Strat SW in Lynnwood) is not large enough to accommodate staff needs now or in the
future.
Our operations and maintenance facility is already located in the M-2 zone; thereforc to locate
our staff on one site, the administration building must also be located in the M2 zone. It
would have bcen impossible to locate the maintenance and operations faciliry in Cee B-3 zone
for several reasons, including: operation of buses, large land area needed for pa'king buses,
frequency of in/out trips of buses, and noise associated with maintenance activities.
As far as serving the public, locating the administration building downtown w<uld not be
more convenient. CT does not serve the majority of commuters in downtown E.verett, our
service area is outside of Everett. In fact, our Customer Information Services (CIS) will
remain at the 164th Street building which is more convenient for our ridership. 1'he proposed
administration building will not be heavily used by the public - the only public activities would
include attending board meetings/public hearings, picking up job applications, and job
interviews.
Two additional points, though not directly relaied to the above speci6c criteria:.
. The Mertill Creek site consists of ?3 useable acres - more than enough to contain CT's
maintenance and operations, bus parkinu, administration, and executive staff. The land
purchase has been made, the site is already graded, and utilities have been extended.
