The Ciry's General Pian Central <br />Business District Policies includa the following policy: <br />Promote Everett's Central Businas District as the tegional center for governmentai, <br />financial, and professional services: culmral activicies; supported by high density <br />housing; retail and service businesses in a distinctly urban downtown setting. <br />The Ordinance adopting the Comprehensive Plan {Ordinance 2021-94) states that velopment <br />Plan for Everett'� � ner I-i�v shall remain as a policy guideline �o be used in shaping fumre <br />growth in [he community. This document includes the following policies and statements, <br />The Central Ciry should be the urban center of Everett and the surtounding <br />Snohomish Counry area proyiding a concentration of in[ensiry and diversity in <br />developmental character and hwnan activiry. It should be the county's focal point <br />for commercial, govemmental, cultural, and recreational pursuiu. <br />Federal. State. County and City public administration buiidings a��d public service <br />buildings should be concentrated within the Core south of the retail area. <br />In addition to City and County government, State and Federal agencies which <br />contain regional offices and administrative centers should also be included in the <br />coaidor. A Federal office building is already in the area and future expansion <br />should occur on [hese or adjacent properties. And, while some State services and <br />functions may not be appropriace to the Core (due to types of services, space, or <br />parking requiremencs), regional administrative activities would be. Grouping the <br />govemmental units provides better opportunities for coordination among those <br />entities, and added convenience to the public. This cooperation on overall facilities <br />planning also permits common approaches to solving parking and tran;portation <br />problems for this significant employee base. <br />In their narrative statement, Exhibit 4, CT states tha[ the administrative oti5ces staff serve all CT <br />employea, the majoriry of whom are already located at the Hardeson Road sin�. By . <br />consolidating their staff onto one site, they will be able to rcduce daily automot ile trips between <br />facilities, while increasing the efficiency of their organization. The maintenanc: and operations <br />faciliry cannot be located downtown due to the need for large areas of bus parking, operation of <br />buses, frequency of bus [rips, and noise associated with maintenance activities. <br />Communiry Transit states that locating the adminis[ration building downtown would not be more <br />convenient to che public they serve, since their serv+ce area is located outside of Everett. Thei� <br />Customer Information Services will remain at their cuRent Ibtth Saeet building, which is more <br />convenient for their ridership. The only public activities associated with the offices ate board <br />meetings and public hearings, obtaining job applications, and job interviews. <br />� <br />
