� <br />�� <br />gZJppLE1VIENTAL APPLICATION FOR SPECG�L PROPERTY USES <br />NARRATIVE S'F�►TEMENT - GENER,�►L & SPECIFIC CRI'I'IERIA <br />Commun►ty Transit (CT) is requesting a Special Properry Use (SP[n pertnit for construction of a <br />new Administration Building outside of the B-3 zone. CT would like to construct this faciliri• at <br />our existing Operadons Bau located at 7000 Hardeson Road. This would consolidate CT's <br />operations, maintenance, administration, and executive staffat one location. <br />An Administration Building (office use) is an allowed use in the M-2 zone; the requirement for an <br />SPU is triggered by the fact that CT is a quasi-governmental agency, not that an office building is <br />an unacceptable use. <br />p, GHNERAL EVALUATION CRITERIA <br />l. The need of the neighborhood, district, or City for � proposed special property use. <br />The proposed use would be loca[ed on �he e�cisting CT operations base. Locating <br />administrative employees on the same sice as operations and maintenance will increase <br />efficiency and communication throughou[ the agency. Additionally, employees would be able <br />to walk between facilities, instead of driving. <br />2. The adequacy of streets, utilities and public services required to serve a propoaed use. <br />The site has adequate access directly from Hardeson Road via three eristing bridge crossin¢s. <br />The faciliry, as an office building, would not have larg: demands on public utilities or services; <br />existing levels of service are more than sufficient to serve the buiiding. <br />3. The impact of tralTic generated by the proposed use on the surcounding area, <br />pedestrian circulation and public s�fety; and the ability of the proponent to mitigate <br />such potential impacu. <br />The building would generate approximately '_'39 average daily trips (ADT's), with 47 p.m. <br />peak hour trips. Pedestrian/public access and �afety will be maintained at the site, including <br />locating the building close [o Hardeson Road, landscaped walkways, and separation from bus <br />circulation. C'f has completed a traffic impact study which indicates traffic mitigation of <br />approximately 510,000 be paid to the City. <br />d. The proviaion of adequate off-street parking, on-site circulntion, and �ite accal. <br />The site has more thao adequate area tor ott.treet parking, access, and circulation. <br />Remaining areas (not ased for parking, circulation, buildings or required landscaping) will <br />likely belandscaped and/or planted wi[h grass <br />5. Compatibility of proposed structures :�nd improvements with surrounding properties, <br />including the size, height, location, setb,�ck and arrnngement of all proposed buildings <br />and facilities, especially ns they relnte to light .�nd shadow impacts on more sensitive <br />land uses snd las intensive zones. <br />The building will be of concrete tilt-up construction, designed to match and blend with the <br />eristing on-site buildings and other buildings in the area.
