SPECIFIC EVALUATION CRITERIA <br />According to Ordinance 1849-92, Paragraph D, l. Governmental or Quui-Governmental <br />Activitia, a) Public Buildings and Pubiic Service Uses: <br />. Government OP6ce uses and buildings may be permitted to locate outside the B-3 zone <br />only when: <br />(a) such use is incompatible with other uses permitted in the B-3 zune or is <br />inconsistent with the stated purpose of the B-3 zone; or <br />(b) when the public in�ended to be served by tho proposed govemmental office use <br />will clearly be becter served by a loca[ion outside of the B-3 zone.. <br />. Cr�vemment activities and public facilities that involve large vehicles, bulk storage, or <br />processes that are incompatible with the permitted uses or stated purpose of the B-3 zone <br />shall not be located in the B-3 zone. . <br />CT believes that this proposal meets the above specific criteria for locating a government <br />activity outside of the B-3 zone. CT has decided to relocate our administration building to the <br />new Merrill Creek Operating Base in order to consolidate staff and resources onto one <br />location. The administrative and erecutive stafi serve all CT employees, the majority of <br />whom are already located at Merrill Creek. By consolidating our staff onto one site, we will <br />be able to reduce daily automobile trips between facilities while increasing the efficiency of <br />our organization. Additionally, the curcent administration building (now located at 164th <br />Street SW in Lynnwood) is not large enough to accommodate staff needs now or in the <br />future. <br />Our operations and maintenance facility is already located in the M-? zone; therefore to locate <br />our staff on one site, the administration building must also be located in the M-2 zone. It <br />woutd have been impossiole to locate the maintenance and operations faciliry in the B-3 zone <br />for several reasons, including: operation of buses, large land area needed for parking buses, <br />frequency of in/out trips of buses, and noise associated with maintenance activities. <br />As far as serving the public, locating the administration building downtown would not be <br />more convenient. CT does not serve the majority of commuters in downtown Everett, our <br />service area is outside of Everett. In fact, our Customer [nformation Services (CIS) will <br />remain at the 164th Street building which is more convenient for our ridership. The proposed <br />administration building will not be heavily used by the public - the only public activities would <br />include attending board meetings/public hearings, picking up job applications, and iob <br />interviews. <br />Two additional points, though not directly related to the above specific criteria: <br />. The Mertill Creek site consists of 23 useable acres - more than enough to contain CT's <br />maintenance and operations, bus parking, administration, and executive staff. The land <br />purchase has been made, the site is already graded, and utilities have been extended.
