�� <br />11. Communiry Transit is currently participating in Commute Trip reduction on a <br />voluntary bsc+s and submitted a CTR program to the Ciry of Everea in June of 1996 <br />covering its Central Operations Base on Airporc Road. The CTR pmgram is available <br />to all Community Transit employees. The Ciry of Everett reviewed ti.e voluntazy CTR <br />program and issued its approval on August 30, 1996. <br />The proposed building would add approxi;��ately 70 adminisaative employres to dx <br />existing Operations Base, which has an estimated 400 employees (includmg drivers, <br />maintenance, and administrative staf�. When the number o[ full-tune employees who <br />report to this worksite be[ween the hours of 6:00 am and 9:00 am (at leas[ 2 or more <br />weekdays for 12 continuous months) rcaches 100, this worksite will become a CTR- <br />affected site and Community Transit must comply with the provisions of the City of <br />Everett Commute Trip Reduction OMinance. <br />It is recommended d►at Community Transit contact Dennis Bloom, Program Manager. <br />at the City of Everett's Transportation Services Department (257-8915) prior to <br />occupancy of the proposed buildmg to discuss the CTR Ordinance requirements in <br />greatec detail. . <br />12. If it is infeasible to provide utilities from the existing site and a utiliry crossing of <br />Merrill and Ring Creek is required, the crossing plan, including sc.roam and buffer <br />mitigation plan, must be reviewed and approved by the Planning and Community <br />Development and Engineering and Public Services Deparanents. <br />Best Management Pracrices must be used for any saeam crossing construction activities <br />per the SW Everott Mitigation Decision Document (Condition 1 on pages 18 and 19). <br />Any crossing must also comply with conditions 2, 3. 4, and 5 on page 10 of the <br />Mitigation Decision Document. <br />A maintenance/monitoring bond will be required for any required stream or buffer <br />mitigation. The amoun[ of the bond wiil be determined by the Planning and <br />Community Development Department based upon the type of mitigation required. <br />13. A pedesvian circulation system for the site must be approved by the Planning Director <br />and Traffic Engineer prior to the issuance of any building permits. Walkways must <br />allow pedestrians and wheelchairs to gain easy access from s�dewalks on Hardeson <br />Road and bus stops to building entrances through the use of paths which are physicaily <br />separated from vehicle [raffic and maneuvering areas. (See che ciry's Design and <br />Conscruction Standards and Specifications Manual and Section 39.165 of the Zoning <br />Code.) <br />14. Placement and screening of refuse disposal areas must be provided per Section 39.080 <br />of the Zoning Code as follows: <br />a. Gazbage receptacles, dumpsters, and recycle bins shall be provided in all <br />multiple family, commercial, industrial, and institutional developmen[s and shall <br />not be located m a required fror.t yard setback area, or street side setback area <br />for corner lots. Where an alley abuts a lot, the garbage receptacles, dumpster, <br />or recycte bin shall be located adjacen[ to the alley. <br />b. All garbage dumpsters and recycle bins must be screened from view from the <br />street and from adjacent properties. This screening may be done using dense <br />vegecation or by placing the dumpster or recycle bin in a suuctunl enclosurc. <br />c.
