d. Construction schedule, status update repor�ing requirements, and continger�cy provisions <br />to become effective if the schedule is not met. (SEPA Earth and Water Palicies) <br />2. The City shall require submittal of a geotechnical report when facilities are proposed to be <br />located in areas which contain potentially moisture sensitive soils. Moisture sensitive soils <br />may include, but are not limited to, Tokul gravely loam, McKenna gavely silt loam, Teric <br />Medisaprists, and Makilteo muck. The following minimum miNgation requirements shall <br />be met for all carthwork for facilities on moishue sensitive soils unless otherwise <br />recommended in the geotechnical report: <br />• Limit site disturbance by using tracked equipment, where possible, within the excavation <br />azea. <br />• Remove standing water from the excavation azea. Outfall water should be filtered or run <br />through a sedimentation basin. <br />• Use surface erosion measures in areas in which surface water is anticipated to drain from <br />the excavation azea. Require control measuies to be designed by a professional civil or <br />geotechnical engineer, to prevent offsite surface drainage of sediments. Methods may <br />include, but aze not limited to, use uf silt fences and/or settlement ponds. <br />• Implement a plan to minimize the extent to which these soils become disturbed. Soils <br />which become disturbed, and which aze above their optimum moisture content, should <br />either be allowed to dry to within thcir optimum moisture content and be re-compacted, <br />or be removed from the construction site. Any water quality enhancement or detention facilities proposed near steep slopes wiil require <br />detailed geotechnical analysis and design that documents and ensures their safety. Prior to issuance of grading permits for removing earth from a site, the applicant must <br />demonstrate that permits have been obtained for placement of the earth off-site. (SEPA <br />Earth and Water Policies) <br />Durine Construction/Earthwork <br />5. All earth�vork within a geologically hazardous azea or its required Uuffer must be performed <br />under the supervision of a professional civil or geotechnical engineer. The engineer m�st <br />provide certification to the City that all work was done in compliance with requirements set <br />forth in the City approved geotechnical report. In order to minimize erosion during construction, all soil piles shall be covered with plastic <br />sheeting or other impervious covering staked to the gound or anchored with rocks or <br />sandbags. Berms, earthen or othenvise, must be constructed at the perimeter of excavated <br />areas to prevent adjacent site runoff from entering the excavations.
