4.3.5 Mitigating Impacts of Development on Water Quality and Groundwater <br />Developments with haza:dous materials on-site, including fuel tanks, must comply with all <br />applicable local, state and federal requirements. All developments using toxic or hazardous <br />materials must incorporate facili!ies and procedures for the safe handling and effective <br />monitoring of toxic or hazazdous materials, which include spill entrapment, training, and <br />special handling, thus reducing the potential for release of hazazdous or toxic materials to the <br />groundwater system. (See Section 3.6 of the EIS) (SEPA Water, Plant and Animal, and <br />Land and Shoreline Use Policies) <br />Staging azeas for vehicle maintenance activities during construction mast be specified. These <br />azeas must be well away from all drainage couises. (SEPA Water, Plant and Animal and <br />Land and Shoreline Use Policics) <br />3. Application of fungicides, herbicides, insecticides, and fertilizers is prohibited on all sites <br />&om January through April when soils aze frequently saturated and stocm events generate <br />substantial runoff. All storm drains must be stenciled with language similaz to the following: "Dump No Waste, <br />Drains to (Stream/Wetland/Groundwater)." This reminder is typically spray-painted on to <br />the ground adjacent to the catch basin with the use of a stencil. The treatment needs to bt <br />repeated, approximately annually, when the paint wears off. The developer/owner may either <br />perfortn the stenciling, or give permission for volunteer groups to enter onto the property and <br />perform tl�e stenciling. (SEPA Water, Plant and Animal, and Land and Shoreline Use <br />Policies) <br />During construction activities, all spills must be contained and removed in such manner as to <br />prevent their entering the watecs and soils of the state. Cleanup of spills shall take <br />precedence over other work on-site. (SEPA Water, Plant and Animal, and Land and <br />Shoreline Use Policies) <br />6. On sites �vith a previous history of water quality violations, an analysis of water qualiry <br />impacts will be required at time of application for any expansions. The City may require <br />additional measures more stringent than contained in the City's Stormwater Management <br />Manual and Design and Construction Standazds and Specifications or measures specifically <br />tailored to address the pariiculaz site's impacts.
