Uses not being ccvered in this EIS are listed in Table 1-1 in the Land Use Section. Examples of <br />uses that aze not being covered because they may have significant air quality impacts aze mining <br />activities, cement and asphalt manufacturing, composting facilities, dog and cat food <br />manufacturing, fish processing, and landfills. Additional SEPA analysis will be required for <br />these uses. <br />5.3 Mitigatioo Measures <br />Regazdless of their compliance with existing pollution control regulations, certain uses <br />historically generate the majority of odor complaints received by PSAPCA. Those uses of <br />greatest concem in this reg:vd include industries that use fiberglass resin and vamish, spray <br />painting (including paint hangers and outdoor spray painting), metal finishing, breweries and <br />wineries, and loading areas (diesel emissions). The following restrictions shall be placed on <br />these uses: <br />Truck loadin¢ a�id maneuvering areas. These uses aze currently prohibited within 130 feet oC <br />residential azeas in the M-1 zone and 100 feet of residential areas in the M-M zone. These <br />zones cover the majority of the portion of the Subazea abutting residential properties. <br />Exceptions include a small B-1 parcel and a small C-2 parcel along the eastem boundary of <br />the Subazea. Requiring even a 100 foot setback from residential azeas for loading could <br />overly restrict development of these two sites. Development on these sites shall be designed <br />to limit the impacts of loading azeas on residentially zoned property. <br />Bre�veries and wineries shall be prohibited within 350 feet of residential azeas and the Sno- <br />Isle Skills Center unless an air quality study completed by a qualified expert shows the use <br />will not result in odors in the residentiaUschool uea. Larger-sized breweries (e.g. Rainier <br />Brewing) must have a minimum separation of 350 feet. When located between 350 and <br />1,000 feet of a residential/school area, a study must be completed to demonstrate that the <br />bre�very will not result in significant odor impacts on residential azeas and the Sno-Isle Skills <br />Center. <br />Metal finishine, fiberelass resins, vamish: Portions of businesses that regulazly finish metal <br />and/or use fiberglass resin and vamish as a primary part of their manufacturing activities shall <br />be prohibited within 300 feet of residential areas and the Sno-Isle Skills Center, unless an <br />air quality study completed by a qualified expert shows the use will not result in odors in the <br />residential/school area. <br />Paint haneers, outdoor sprav paintine. Portions of businesses that include paint hangers and <br />outdoor spray painting (completed outdoor, because objects aze too lazge to spray inside) <br />shall be proliibited within 300 feet of residential areas and the Sno-Isle Skills Center, unless <br />an air quality study completed by a qualified expert shows the use �vill not result in odors in <br />the residential/school area.
