Section 7: ENVIRONMENTAL HEALTH <br />7.1 NOISE <br />7.1.1 Threshold <br />All development in Everett must be in conformance with the requirements of EMC 20.08, the <br />Noise Control Ordinance. Noise studies may be required to determine if a proposal is in <br />conformance with the ordinance. <br />Engine run-up noise is exempt during daytime hours from the City and Counry noise regulations, <br />but can result in significant short-term noise levels in residential areas. Boeing is permitted to <br />add additional engine run-up stations provided a noise study is completed which documents that <br />noise levels will not exceed those established in the 1991 EIS for the Boeing Expansion. <br />Other than noted above, any use that is exempt or partially exempt &om EMC 20.08 and that <br />exceeds the standards in EMC 20.08, including new jet engine run-up stations, must submit <br />additional SEPA analysis of noise impacts. The City's Responsible O�cial may impose <br />conditions to mitigate impacts beyond that required in the noise ordinance. <br />7.1.3 Mitigation Measures <br />Waming devices on vehicles (back up beepers) aze exempt from the City's noise ordinance, <br />but aze perceived as irritating by most people. Developments that abut residential zones must <br />be designed to shield vehicic maneuvering and loading azeas from residential azeas by <br />placement of buildings, berms, etc. (SEPA Environmental Health Policies) <br />7.2 TOXIC/HAZARDOUS MATERIALS AND EXPLOSIVES <br />7.2.1 Threshold <br />Additional SEPA analysis is required for clean-up of contaminated sites. <br />7.2.3 Mitigation Mcasures <br />Construction Phase <br />Construction equipment and vehicles must be maintained so they do not leak fuels or <br />lubricants. During construction, a staging area must be specified for all vehicle maintenance <br />activities. The staging area must be located well away from all drainage courses. Where <br />possible, all stormwatcr from related maintenance azeas must be directed to the sanitary <br />sewcr, rather than the storm�vater sysrem.
