EveretVPaine Field Subarea Plan and EIS identify substantial traNic <br />improvements in the area. The cost of these improvements will be paid tor by a <br />combirtatlon of Public Money and contributions from benefitting developments. <br />It is our understanding that the current fee for development projects is <br />s1,OQ6.00 per PM peak hour trip. The proposed Seaway - Tract B project is expected <br />to generate 18 PM peak hour trips. Therefore, the calculated traNic impact fee is <br />518,108 (51,006.00/PM trip x 18 PM irips). <br />ConcAusbns and Recommendatlons <br />We have reviewed the proposed Seaway - Tract B project in context with the <br />S.W. EveretUPaine Field Subarea Plan and EIS. Based on our understandfny of the <br />plan, the proposed project is consistent with the plan. Therefore, we recommend that <br />the project be allowed to proceed with the followfng traHic mitigation measures: <br />1. Consiruct the proJect in accordance with the City of Everett requirements. <br />2. Repaint the centerline stripe to yellow, on the existing approach to the <br />Hardeson Rd. driveway. <br />3. Access driveway onto 75th St. S.W. construcled in accordance with the <br />City of Everett requirements. <br />4.
