First, I would like to point out that I have an obligation as the City of Everett's Building Official to enforce all the provisions of the Building Code and, as such, have the powers of a law enforcement officer. 4 unique problem has arisen on this project which makes it very difficult to ascertain code cur�ipliance without requiring costly demolition and repairs. I believed th�t you acted in good faith in engaging Cascade Testing Laboratory as special inspectors as a requirement of the Uniform Building Code. Jnfortunately, this was not the case and cam� as a complete surprise to us �ahen we orere notified that they aiere not enga9ed as special inspectors and, consequently, were not obligated to notify the Building Department of any deviations from the approved plans or any code violations they noted. In light of the above we are obligated to require certification from you and the Structural Engineer of certain items which were not inspected or cei•tain items outlined in the Cascade Laboratory's reuorts relative to code violations or discrepancies fi•om the approved plans. We must he assured that the code has been complied with. Hopefully, this will �rovide the necessary assurance. In the event it does not, we will be asking for additional information. Therefore, please provide the following: 1. Provide certification that steel reinforcing in {�anel Wos. 5, 34, 35, 36, 104 and 105 was placed in accordance with plans. � J
