CITY OF EVERETT <br />SPECIAL PROPERTY USE PERMIT /19-82 <br />FOR <br />REVIVAL CHAPEL <br />2717 Harrison <br />WHEREAS, on November 9, 1982, William Smith, Pastor of Revival Chapel, <br />filed an application with the City of Everett Planning Department for a Special <br />Property Use Permit under E. M. C. 19.58.010 to allow construction of a 4,088 <br />square foot, two-story church on the following described property: <br />Sy: of Lot 21, all of Lot 22, <br />Lot 23, Lot 24 and the Nh of Lot 25 <br />Ruckers 2nd Plat <br />AND, WHEREAS, after proper notice was given as required by law, the City <br />of Everett Land Use Hearing Examiner held a public hearing on December 2, 1982, <br />and after considering all evidence elicited during the public hearing; evidence <br />submitted by the applicant; and after a personal inspec-ion of the subject property <br />and surrounding areas, the Hearing Examiner, on December 16, 1982, made <br />recommendation to City Council that the Special Property Use Permit to build a <br />church be granted subject to thirteen conditions, and <br />WHEREAS, the Everett City Council concurred with the Hearing Examiner's <br />recommendation at its regular meeting on January 12, 1983, <br />NOW, THEREFORE, said permit is granted with the following conditions: <br />1. Full standard street improvements are required across the frontage of <br />the property to include but not limited to: pavement widening, curb <br />gutter installation and sidewalk construction. <br />2. Full standard alley improvements will be required from the north <br />property line to the connection with Railway Avenue. <br />3. Detailed drawings shall be submitted to the Public Works Department <br />showing site parking layout, landscaping details, utilities, storm <br />drainage, temporary construction erosion control and all required <br />improvements in the public right-of-way. Public Works Department <br />approval of these drawings is required prior to any permits being issued. <br />Plans for public right-of-way improvements shall be prepared by a Civil <br />Engineer licensed in the State of Washington. <br />4. Performance guarantees will be required for all required public right- <br />of-way improvements. The amount of the guarantee will be ..ased on an <br />estimate to be completed by the applicants Engineer. <br />5. The sewer systems development fee will be $0.695 per square foot. The <br />two older side sewer stubs for the existing houses are to be capped and <br />abandoned. A new 6 inch side sewer stub will be required from the main <br />to the structure. <br />6. The site plan should be modified to provide a minimum setback of five <br />feet from the north property line. It should be the Applicant's <br />responsibility to determine the exact north property line. <br />7. The above mentioned sideyard setback area of 5 feet shall be <br />landscaped and properly maintained. A performance bond for the <br />landscaping shall be required. <br />8. The Applicant shall comply with all Building and Fire Codes. <br />9. The use shall comply with all environmental review requirements. <br />10. Revised plans consistent with the requirements of this report shall be <br />submitted to the City prior to issuance of Building Permits. <br />11. The Applicant shall meet all City noise standards as set forth in the <br />Everett Zoning Code. <br />12. No overflow parking shall occur on Harrison Avenue in front of the <br />adjacent property to the north. <br />
