/rlis%1 rv:al <br /> RESOLUTION No. 5206 <br /> A RESOLUTION AUTHORIZING THE MAYOR TO NEGOTIATE AND EXECUTE A CONTRACT FOR <br /> THE ACQUISITION OF A DRUG DETECTION DOG <br /> WHEREAS, drug detection dogs are K-9 officers who receive special training in the <br /> detection of illegal drugs; and <br /> WHEREAS, such K-9 officers are an important and effective component in the City's <br /> war on illegal drugs; and <br /> WHEREAS,the only sources of such dogs in the state are a company provides drug <br /> detection services but has sold only three drug detection dogs since 1989, a company that <br /> provides training but not dogs, and a trainer who trains dogs for work in correctional facilities; <br /> and <br /> WHEREAS, out of state sources exist for such dogs, but at far greater expense because <br /> the City would incur the travel and lodging expense of sending a human officer to the out of state <br /> training location for the initial six to eight week training period and for annual training, as well <br /> as the expense of that officer being out of service during those periods; and <br /> WHEREAS, the City has the opportunity to acquire a drug detection dog from Canine <br /> Detection Services for a five thousand nine hundred forty dollars ($5,940), compared to recent <br /> purchases by other local law enforcement agencies of drug detection dogs for six thousand five <br /> hundred to seven thousand two hundred dollars; and <br /> WHEREAS, Canine Detection Services is licensed by the D.E.A. for training drug <br /> detection dogs and has trained over 200 drug detection dogs since 1984 for law enforcement <br /> agencies; and <br /> WHEREAS, Fred Helfers, an employee of the City, owns Canine Detection Services; <br /> NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that: <br /> 1. Competitive bidding for the acquisition of a drug detection dog is waived for the <br /> following reasons: <br />
