A. There is only one genuine source of supply in the state of drug detection dogs trained for <br /> work similar to that done by the Everett Police Department. <br /> B. Special market conditions exist that make the purchase of a drug detection dog from <br /> Canine Detection Services substantially cheaper than any alternative,justifying waiver <br /> of competitive procurement. <br /> 2. As allowed by Everett City Charter §4.12, Council finds waiver of discipline of the City <br /> employee who owns Canine Detection Services to be in the interest of the public and <br /> good government. <br /> 3. The Mayor is therefore authorized to negotiate and execute a contract or authorize the <br /> purchasing department to issue a purchase order for the purchase of a drug detection dog <br /> from Canine Detection Services in the amount of five thousand nine hundred forty dollars <br /> ($5,940). <br /> Councilman Introducing Resolution <br /> uncil President <br /> Passed and approved this 12tay of June , 2002 <br />
