S. <br /> /:/Scam <br /> RESOLUTION NO. 5205 <br /> A Resolution approving the design changes in the Special Events Center previously <br /> authorized by the City Council including additional exterior and finish <br /> enhancements and the City Public Space, approving the funding plan for these <br /> enhancements, and approving the inclusion of such design changes in the contract <br /> between the Everett Public Facilities District and PCL <br /> WHEREAS, the City Council held public hearings on December 12, 2001 and February <br /> 13, 2002 and provided direction regarding the development, design and construction of <br /> the Everett Special Events Center and the inclusion of additional public space; and <br /> WHEREAS, the City Council has heard the recommendations of the public, City <br /> Administration, the Historical Commission and the Public Facilities District; and <br /> WHEREAS, the City Council responded through the adoption of Resolution 5133 on <br /> December 12, 2001 and Resolution 5156 on February 13, 2002 in part by: <br /> Relocating the support building for the community ice rink from the south <br /> side to the north side of the community ice rink and finishing the façade of <br /> the support building in brick continuing the design and use of the historic <br /> brick character proposed for the Hewitt Avenue façade of the Special <br /> Events Center; and <br /> Final design of the brickwork on Hewitt Avenue will reflect the historic <br /> use and design of brick and mortar work on Hewitt Avenue; and <br /> Recommended that the support building to the community ice rink be <br /> constructed in such a manner as to provide an opportunity for the <br /> provision of public space on an upper level of that building; and <br /> WHEREAS, the City Council President appointed a liaison committee of three Council <br /> members to work with the Pubic Facilities District on issues of mutual interest to the City <br /> of Everett and the Public Facilities District including exterior and façade treatment, finish <br /> and design enhancements, site enhancements, incorporation of public space, and related <br /> business agreements; and <br /> WHEREAS, to preserve the historic character of the Hewitt Avenue gateway the parking <br /> area will be relocated to the southeast corner of the project; and <br /> WHEREAS, the City Council Liaison Committee, City Administration and the Public <br /> Facilities District have worked with the Design Build Team to further enhance the <br />
