exterior of the Special Events Center on Hewitt, Wall, Broadway and Oakes Avenues; <br /> and <br /> WHEREAS, these exterior enhancements will improve the appearance, longevity and <br /> overall functionality of the facility; and <br /> WHEREAS, the additional brick, wall panels and other exposed materials will <br /> complement the historic character of the area and the Hewitt Avenue corridor <br /> improvements; and <br /> WHEREAS, the enhancements include an improved and relocated entrance to the corner <br /> of Oakes and Hewitt Avenues which will integrate the Special Events Center and the <br /> Central Business District; and <br /> WHEREAS, the improved entrance located on Wall Street will provide for convenient <br /> access to the new Snohomish County parking garage; and <br /> WHEREAS, the City Council liaison committee, representatives of City Administration, <br /> Parks Department, and the Public Facilities District have had meetings concerning the <br /> utilization, size, and design of City Public Space in the Special Events Center project; <br /> and <br /> WHEREAS, the City Public Space will significantly enhance and support the use of the <br /> Special Events Center and will satisfy a public need in the City of Everett for such space <br /> which will be utilized for conference, banquet, convention, office and meeting space all <br /> of which will provide a benefit for the community; and <br /> WHEREAS, on May 22, 2002 the City Council passed Resolution 5197 approving the <br /> site plan and building footprint for the City Public Space in the Special Event Center; and <br /> WHEREAS, the City Council approves the inclusion of approximately 50,000 square <br /> feet of City Public Space in the Special Events Center which will improve the usefulness <br /> and economic viability of the facility; and <br /> WHEREAS, the City funded enhancements and the City Public Space cost <br /> approximately fifteen million dollars including interior finishes and improvements, <br /> furniture, fixtures and equipment for the City Public Space; and <br /> WHEREAS, an analysis of the City Admission Taxes generated by the Special Events <br /> Center, the City portion of the Washington State Retail Sales Tax generated by the <br /> construction of the Special Events Center, CIP 2 and the rental income potential for the <br /> City from the rental of the leased portions of the City Public Space provides an adequate <br /> source of funds for proposed City Public Space and these enhancements; and <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT THAT: <br /> 2 <br />
