/4O%b /wra:Aa <br /> RESOLUTION NO. 5202 <br /> A RESOLUTION OF THE EVERETT CITY COUNCIL listing key projects and principles for the City <br /> in any regional transportation measure considered by Snohomish County,King County, and Pierce County <br /> on the 2002 or 2003 ballot. <br /> WHEREAS, the 2002 Washington State Legislature passed enabling legislation, Second Engrossed <br /> Substitute Senate Bill 6140 (E2SSB 6140) that authorized a regional transportation financing, governance <br /> and investment proposal to be put before voters in Snohomish,King,and Pierce counties;and <br /> WHEREAS, the regional transportation measure, E2SSB 6140, calls for County Councils in the Tri- <br /> County area to compile a list of projects and financing sources for any regional transportation package;and <br /> WHEREAS, in Snohomish County, county officials have made a good-faith effort to communicate with <br /> the City of Everett and to solicit from the City what it considers to be Everett's most critical projects for <br /> inclusion in any regional transportation package;and <br /> WHEREAS, Snohomish County officials have further stated that, with upcoming meetings of the <br /> Snohomish County Council on June 17 and of County Council members from the entire Tri-county area on <br /> June 19,they prefer to have the City's list of projects and priorities in hand before those sessions;and <br /> WHEREAS,in compiling a potential list of projects for a regional transportation package,county officials <br /> have determined that there shall be equity in each county; meaning, that taxes generated in Snohomish <br /> County from a regional transportation financing measure would be spent on transportation investments in <br /> Snohomish County;and <br /> WHEREAS, City of Everett officials further believe that equity for Everett taxpayers is of critical <br /> importance, and that taxpayers in Everett should receive proportionately the same level of regional <br /> transportation investments as the level of tax revenues they generate from any regional measure;and <br /> WHEREAS, the level of transportation investment made in the City of Everett, as part of any regional <br /> transportation package, should reflect the following facts: (1)Everett's segment of Interstate 5 is the most <br /> traffic-congested area in all of Snohomish County; (2)Everett is the County's largest city and county seat; <br /> (3) Everett is the "metropolitan center" for Snohomish County as designated by the Countywide Planning <br /> Policies and the Vision 2020 regional growth strategy; (4)Everett is one of the major employment centers <br /> in the Puget Sound Region and the State of Washington; and (5) Everett is a hub for regional vehicle and <br /> freight traffic by virtue of its place as the production headquarters for Boeing Co. 747, 767, and 777 jet <br /> airliners,which is located in the City's regionally recognized manufacturing and industrial center;and <br /> WHEREAS,in formulating its transportation investment priorities,the City of Everett has focused on the <br /> areas of emphasis in the enabling legislation for regional transportation measure,E2SSB 6140,particularly <br /> in terms of highways of statewide significance, and limited investment in state highway "approaches," <br /> transit capital investments,freight mobility,and local arterials;and <br /> WHEREAS,focusing on the emphases of E2SSB 6140 and the major traffic problems along Interstate 5 in <br /> Everett,City of Everett officials determined that the highest priority projects for any regional measure are a <br /> series of investments along I-5,particularly at the freeway's interchange with 40 Street, U.S. Highway 2, <br /> and a future connection at 100th Street;and <br />
