WHEREAS, these I-5 investments already have been identified as critical investments for transportation <br /> lists the City of Everett has generated in tandem with Snohomish County and the Washington State <br /> Department of Transportation(WSDOT), including the "Unified List of Critical Projects"presented to the <br /> 2002 Legislature and the I-5 Snohomish Corridor Action Plan(I-5 SnoCAP);and <br /> WHEREAS, the City further compiled a list of other important projects on highway approaches, freight <br /> mobility projects,transit investments,and one local arterial project. <br /> NOW THEREFORE, be it resolved that the Everett Mayor and Everett City Council do hereby submit <br /> their list of key regional transportation policies and projects,as follows: <br /> Policies <br /> 1. Everett is the largest city and county seat in Snohomish County. The City is the employment hub <br /> of the county, and experiences the major vehicle and freight traffic from Boeing production <br /> headquarters for the 747,767,and 777 jet airliners located within the City's corporate limits. As <br /> a result of these factors, Everett segment of I-5 is the most traffic-congested area of the county. <br /> Any regional investment package should emphasize improvements along the section of I-5 within <br /> the City of Everett. <br /> 2. Any regional transportation package compiled for voter approval must incorporate principles of <br /> equity between the counties involved, as well as been jurisdictions within each participating <br /> county. The benefits received by Everett residents and taxpayers from a regional investment <br /> package in Snohomish County should be commensurate to the tax revenues they contribute to <br /> these investments <br /> Projects <br /> 1. The highest priority projects for the City in a regional transportation investment package are <br /> projects to relieve congestion and bottlenecks on I-5,particularly the I-5/41st Interchange, I-5/US- <br /> 2 downtown interchanges, and a planned I-5/100`Street interchange. A more complete list is in <br /> Attachment 1. <br /> 2.
