It is recommended that the support building to the community ice rink <br /> be constructed in such a manner as to provide an opportunity for the provision of <br /> public space on an upper level of that building. <br /> 7. Preservation of the Scottish Rite Building is not justified because of the <br /> costs required, the loss of flexibility in the design and planning of public open space <br /> along Hewitt Avenue and the incompatibility due to the difference in elevation <br /> between the Scottish Rite Building and the Special Events Center. <br /> 8. Preservation of all or any portion of the Moffat Building or the Stovies <br /> Stove Shop Building is not justified or required for mitigation due to the excessive <br /> costs required. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br /> THE CITY OF EVERETT THAT: <br /> 1. In reaching its decision and recommendation, the City Council reviewed <br /> the Application, Historical Commission's recommendation, minutes and transcripts <br /> and related exhibits, made appropriate inquires of the applicants, carefully considered <br /> the proposed design and testimony of the applicants, and carefully considered exhibits <br /> and testimony from the public during the public hearing with respect to the proposed <br /> design and appropriate mitigation. <br /> 2. The Everett City Council approves and hereby grants the Waivers of the <br /> Certificates of Appropriateness submitted by the Everett Public Facilities District and <br /> the City of Everett to allow demolition of the Moffat Building and Stovies Stove Shop <br /> building, both listed on the City of Everett's Historic Register, and hereby reverses the <br /> recommendation of the Historical Commission subject to the conditions set forth in <br /> Conclusion 5 above. <br /> 3. The City and the Everett Public Facilities District are authorized and <br /> directed to complete the acquisition of the Scottish Rite Building, to proceed with <br /> demolition, and to use the land for the Special Events Center. <br /> 11 <br />
