WHEREAS, the City Council concludes that: <br /> 1. The Everett City Code, in Ch. 2.96, Historic Resources, as amended by <br /> Ordinance No. 2539-01, established the City of Everett's Historical Commission. <br /> 2. As required by the City Code, a Waiver of the Certificate of <br /> Appropriateness is required before a permit may be issued to allow whole or partial <br /> demolition of a designated Everett Register property. <br /> 3. As provided by the Code, when there is no alternative to demolition of <br /> historic structures, the applicant is required to demonstrate how the project mitigates <br /> the loss of the historic property. Either the significant historic character defining <br /> features should be saved and incorporated as part of the new design, or the new design <br /> should, in some measure, preserve or recognize the historic character or significance <br /> of the property as provided herein or provide reasonable mitigation. "Reasonable <br /> mitigation" includes (1) demolition saving significant façade features and <br /> incorporating them into the design of the structure; (2) demolition incorporating <br /> identified character-defining features into the design of the new structure; or (3) such <br /> other alternatives found acceptable to the City Council. <br /> 4. There is no alternative to demolition. <br /> 5. Reasonable mitigation for the loss of the historic buildings shall include <br /> the following: <br /> (a) The Special Events Center itself, including features provided by <br /> its landscaping, design and brickwork together with its potential <br /> for revitalizing the historic Hewitt Avenue as well as downtown <br /> Everett; <br /> (b) Relocating the support building for the community ice rink from <br /> the south side to the north side of the community ice rink and <br /> finishing the façade of the support building in brick continuing <br /> the design and use of the historic brick character proposed for the <br /> Hewitt Avenue façade of the Special Events Center; and <br /> (c) Final design of the brickwork on Hewitt Avenue will reflect the <br /> historic use and design of brick and mortar work on Hewitt <br /> Avenue. <br /> 10 <br />
