(c) Finally, the Everett Public Facilities District has initiated a <br /> feasibility study to determine the costs, value, and <br /> usability of preserving the Scottish Rite Building or the <br /> northerly portion of the Moffat Building. The PFD will <br /> complete this study and present the results to the City <br /> Council before it considers the recommendation of the <br /> Commission. <br /> 13. In consideration of the request for a waiver, the Historical <br /> Commission's review was limited to consideration of the demolition of the two <br /> Everett Register properties. <br /> 14. The options for action before the Historical Commission were: approve <br /> the application for a waiver as presented, approve the application with conditions, or <br /> deny the application. <br /> 15. The Historical Commission found that its role "is not to approve the <br /> project but rather to preserve historic properties in the City of Everett." Finding 3., <br /> Findings and Conclusions of the Everett Historical Commission, December 5, 2001. <br /> 16. Following the close of the public hearing, the Historical Commission <br /> voted to recommend denial of the waiver, stating that the applicants did not show that <br /> there was just cause for the demolition of the buildings currently listed on the Everett <br /> Register, and did not recommend mitigation measures. The Commission based its <br /> recommendation on the following findings: <br /> (a) The Commission supports a Special Events Center that would <br /> provide activities for youth and economic impetus for Everett. <br /> (b) No alternatives to demolition were presented. <br /> (c) The Historical Commission's role is not to approve the project <br /> but rather to preserve historic properties in the City of Everett. <br /> (d) A demolition waiver must weigh the loss of historic resources <br /> against what will replace them. <br /> (e) The design for the proposal does not relate to the surrounding <br /> historic neighborhood: <br /> (i) The design does not include related historical <br /> characteristics; <br /> 5 <br />
