The costs would include shoring and stabilizing the <br /> building during excavation and construction as well as upgrading <br /> the building to standards appropriate for public buildings. It <br /> would also require relocating the Special Events Center <br /> approximately 20 feet to the north, substantially reducing the <br /> public open space along Hewitt. Further, the existing elevations <br /> and levels of the Scottish Rite Building are not aligned with the <br /> elevations and levels of the Special Events Center. <br /> 21. The information provided to the City Council concerning the feasibility <br /> study is new information that was not available at the time of the Historical <br /> Commission's hearing. <br /> 22. The Public Facilities District's feasibility study concerning the Moffat <br /> Building, Scottish Rite Building and Stovies Stove Shop building demonstrates that it <br /> is not economically feasible to preserve, or to incorporate, these structures or portions <br /> thereof into the Special Events Center. <br /> 23. The applicant demonstrated that there is no alternative to demolition. <br /> 24. Although the proposed Special Events Center will require the <br /> demolition of two buildings listed on Everett's Historic Register, it also promises to <br /> substantially increase the activity and economic viability of Hewitt Avenue, enabling <br /> and promoting future preservation and restoration of other historic structures. <br /> 25. The design of the Special Events Center also incorporates and includes a <br /> number of historically significant elements: <br /> (a) The wide pedestrian boulevard running from the corner of <br /> Broadway and Hewitt up to Oakes Avenue, incorporating both <br /> the traditional feel of Hewitt Avenue with the actual design of the <br /> facility. <br /> (b) The proposed design of the Special Events Center incorporates <br /> approximately 240' of brickwork along Hewitt Avenue, reflecting <br /> the brickwork, architecture and building materials of historic <br /> Hewitt Avenue. <br /> (c) The street-scaled masonry and canopy frontages on Hewitt and <br /> Broadway provide a pedestrian-friendly street and environment <br /> that is sympathetic to the historic Hewitt Avenue character. <br /> 8 <br />
