(d) The proposed Special Events Center design respects both the <br /> scale and character of historic downtown and will also serve as a <br /> new gateway piece to the Hewitt Avenue area and to the City as a <br /> whole. <br /> (e) The brick and masonry surfaces of the Special Events Center <br /> along Hewitt respect, without mimicking, the historic context of <br /> Everett and Hewitt Avenue. <br /> (f) Design of the center, including the cable and mast concept, <br /> visually evokes the maritime and logging heritage of the City. <br /> 26. The design of the Special Events Center complements the design of the <br /> re-development of Hewitt Avenue, which the Historical Commission also reviewed <br /> and approved. <br /> 27. The development of the Special Events Center will create a visible <br /> landmark, announcing Everett's continuing growth as a regional sports and <br /> entertainment destination. <br /> 28. The Special Events Center will provide an important opportunity for <br /> people to be drawn to this public space which will help revitalize not only Hewitt <br /> Avenue, but downtown Everett as well. <br /> WHEREAS, the City Council has reviewed and considered the record of the <br /> public hearing held by the Historical Commission and the findings and conclusions of <br /> the Historical Commission. The Council has also reviewed and considered the Indoor <br /> Arena Feasibility Analysis, January 2001, prepared by Brailsford & Dunlavey; the <br /> Everett Special Events Arena Transportation Analysis and Evaluation, April 2001, <br /> prepared by Perteet Engineering; the Special Events Center Facility Feasibility <br /> Analysis, May 14, 2001, prepared by Shockey Brent; the Everett Special Events <br /> Center Transportation and Parking Analysis, October 12, 2001, prepared by Perteet <br /> Engineering; the Draft (June 2001) and Final (July 2001) Supplemental <br /> Environmental Impact Statements for the Special Events Center, and Addendum No. 1 <br /> thereto (November 2001); the design and location of the Special Events Center; <br /> alternative sites and other potential impacts to historic structures; the results of the <br /> preservation feasibility study conducted by the PFD to determine the feasibility of <br /> preserving the Scottish Rite Building and a portion of the Moffat Building; and the <br /> record and testimony presented at public hearing before the City Council, the Public <br /> Facilities District and the Historical Commission, and the public interest and welfare. <br /> 9 <br />
