Purpose. This Memorandum of Understanding (MOU) is established between the <br /> Commanding Officer,Naval Station Everett (NSE) and Everett Police Department (EPD). The <br /> purpose is to delineate terms for EPD to provide Blood-Alcohol (BAC)Machine support to NSE <br /> for persons suspected of committing moving violations involving alcohol onboard NSE. <br /> References (a) and (b) apply. <br /> 2. Background. NSE does not maintain a BAC machine due to the low number of moving <br /> violations involving alcohol on base. As a better use of resources, EPD will allow NSE to use a <br /> BAC Machine located at Everett Police Department Headquarters; 3002 Wetmore, Everett, WA <br /> (the Facility) for investigating moving violations involving alcohol onboard NSE. EPD will also <br /> provide ad hoc training to NSE personnel on the use of the Facility. Both EPD and NSE <br /> anticipate that NSE's use of EPD's BAC Machine will not occur often due to the low number of <br /> incidents onboard NSE. <br /> 3. Scope. This MOU supports Naval Station Everett, located in Everett, Washington. <br /> 4. Responsibilities. <br /> a. EPD: <br /> (1) EPD will provide NSE with use of a BAC Machine for investigating moving <br /> violations involving alcohol that occur on base. <br /> (2) EPD will provide a pass code allowing NSE personnel to enter the Facility to use the <br /> machine. EPD will make every effort to inform the NSE Security Officer when the pass code <br /> 13 <br />
