After due consideration of the evidence presented by the Applicant; evidence <br />elicited during the public hearing; and as a result of the personal inspection of the <br />subject property and surrounding areas by the Hearing Examiner, the following <br />findings of fact and conclusions constitute the basis of the recommendation of the <br />Hearing Examiner. <br />FINDINGS OF FACT <br />L• The Applicant has requested approval of a Special Property Use Permit for <br />property located north of 13th Street, west of Colby Avenue, and more <br />particularly described as set forth above. <br />2. Tile specific request for the Special Property Use Permit for the above <br />described property is to construct a temporary crushed rock parking lot to <br />consist of 39 full sized automobile spaces with 43 compact car spaces, for a <br />total of 84 spaces on the proposed parking lot. <br />3. The subject property is zoned R-2, Sing!e-Family High Density Residential as <br />established in the City of Everett Zoning Code. <br />4. The 1967 Comprehensive Plan indicates that the subject property is located In <br />an area for single-family development. The updated 1972 Plan indlcates that <br />Hospital usage should be confined to the two block area south of 13th Street <br />and north of 14th Street between Colby and Rockefeller Avenues in the City <br />of Everett. <br />3. The proposed parking lot, if approved, would provide parking facilities for the <br />General Hospital complex whi<fi is located directly southeast of the subject <br />property. <br />6. General Hospital is in the midst of a proposed expansion• that will consist of <br />multi phases of development. <br />7. On April 22, 1981, the Everett City Council approved a Special Property Use <br />Permit that was requested by the Applicant for the purpose of Constructing <br />Phase 1 of the proposed Hospital expansion. <br />8. Part of the improvements that are proposed for the construction of Phase I is <br />the expansion of parking on a parking lot within the Hospital complex. <br />9. During the period of constrvaion, there will be disruption of the parking <br />available on the Hospital site that will cause the necessity for finding <br />alternative parking for the staff, patients, visitors, construction workers, and <br />doctors. <br />10. In addition to the disruption of the parking caused by the construction of <br />Phase I of the Hospital expansion, there has been a disruption of parking along <br />Rockefeller, between 13th and (4th Streets, because o1 the Installatlon Of <br />new utilities in the area. <br />1 <br />11. As a result of these parking disruptions mentioned above, the Applicant has <br />requested a Special Property Use Permit to convert the subject property into <br />a temporary parking facility. <br />12. The Applicant originally applied to the City for a Special Property Use <br />Permit to convert the subject property Into a permanent parking lot but <br />withdrew their application for the permanent parking lot and substituted an <br />application for a temporary parking lot. <br />-3- <br />ii 1%�.kii <br />fii7i�XC <br />
