September 16, 1981
CASINO ROAD LID PUBLIC HEARING CONTINUED
President Baker interrupted the public hearing to make an announcement
that the public hearing scheduled for 8:30 p:m. on the Casino Road LIE)
would have to be rescheduled due to the lateness of the hour. She
suggested that it be rescheduled for September 30th.
Moved by Councilman Aldcroft,
the public hearing on Casino
1981.
seconded by.Councilman Langus, to continue;
Road LID #709 until 7:00 p.m., September 301
Roll was called with all Councilmen voting yes.
Motion Carried
The: public hearing on General Hospital's SPU then continued.
Susan Russell spoke of the 2 communications received from the %ayor
and felt the Council was not aware of them. she also said they were
more alarmed then ever because of the recent purchase by the hospital
of another house in the vicinity, and feel this issue is more than
just a temporary parking lot.
Mike Nickerson, of 1512 13th St., said he was not questioning the
value of the hospital as it was a vital part of the community. How-
ever he was about the environmental impact on the residential
neighborhood and felt there was sufficient parking available without
this lot. He suggested that by restriping the space available in the
old lot and with on -street parking, the temporary lot would not be
needed, and felt the hospital could offer special incentives to employee:
not driving or consider hiring employees using alternate transportation
Deanne Lindstrom, of 1211 Rucker, pointed out the original expansion
plans included a parking garage, which was removed and it was apparently
felt there would be no parking problem. She felt the hospital did not
handle their public relations well and that they have had ample time
to come.up with alternate solutions. She suggested a more creative
approach be taken by the hospital, and that nothing would be
accomplished as long as that lot could be used.
Mrs. Lindstrom felt Conditions #6, #7 and #8 regarding fencing, crushed
gravel and lighting suggested permanence, and if the permit is granted
the neighborhood would demand restoration of the property to its
original state at the end of the period. She felt money should be set
aside for this purpose and asked that it be put in writing that this
restoration be done within one month after expiration of the permit.
Councilman Aldcroft pointed out that loss of the parking lot might
cause problems for those residents that wish to park in front of their
homes.
Councilman Gipson said he was concerned about women having to walk
several blocks at night to their cars.
Drew Nielsen, of 1311 Hoyt, pointed out the. parking survey dorâ–ºe by the
hospital and also one by the neighborhood:group. Their study involved
on -street parking, adjacent to the hospital, fringe (one -block walk)and
within a two --block walk, showing a total of 498 vacant spaces available
on September 14th.compared to a total of 438 spaces on July 13th.-
