September 16, 198-1 <br />Gerry Ervine, of the Planning Department, said the parking lot was <br />in an area of single family residences and that approximately 90 <br />cars were using the lot, a 85=90% capacity during peak hours. The <br />application for a special property use Permit by General Hospital <br />was heard by the Hearing Examiner in July who recommended approval <br />Of the permit subject to 13 conditions, one of which set October 1, <br />1981 as the expiration date of the permit, at which time there would <br />be another hearing on whether or not it would be continued or <br />terminated. On August 6th the Nearing Examiner extended the effective <br />date of the permit from October lst to January 7, 1982. <br />Allen Limpo, associate administrator, said the site plan should show <br />that the area north is a two-way alley access and that the curb cut <br />shown on Hoyt would not be put in during the interim period. He <br />spoke of the need for the lot because of the loss of approximately <br />119 parking spaces in their lot and about 31 on -street spaces due <br />to construction. He said many other alternatives to the problem had <br />been promoted, such as bicycling, walking, transit use, shuttling <br />etc. <br />Mr. Limpo then referred to recommendations #3 and #4 regarding no <br />parking on the lot weekends and use of the lot limited to the hours <br />of 6:30 a -m. to 4:30 p.m. weekdays. He asked that this 'be changed <br />so it could be used by night shift employees and for the overlap <br />period during shift changes. <br />Councilman Overstreet asked the intended use of this property by <br />the hospital 5-10 years from now and Mr. Limpo replied they had no <br />long-range plans at present. <br />Councilman Gipson asked for clarification on the [fearing Examiner's <br />recommendations and Brad Cattle said the hospital would be allowed <br />to use the parking lot until January 7th and the application would <br />then be reevaluated to determine future need. <br />Councilman Aldcroft suggested <br />areas for specified employees <br />but impossible to enforce. <br />that the hospital assign certain parking <br />and Mr. Limpo said it could be suggested <br />Phyllis Newton, of 2205 6th St_ and emergency unit nurse, said only <br />2 employees in her unit reside in Everett and the others must drive <br />sometimes some distance to work. She said parking has been a problem <br />and was concerned about walking several blocks to her car at night. <br />She urged approval of the permit. <br />Elizabeth Johnson, 0£ 1111 35th and night shift nurse, said she felt <br />the lot was much safer at night than parking on the street several <br />blocks away. she also urged that the lot be kept open nights and <br />weekends for the people working those shifts. <br />Susan Russell, of 1510 12th St., representing the NW Everett <br />Neighborhood Group, showed slides of the neighborhood and pointed out <br />there has been increased usage of the area by joggers, bicyclists, <br />etc, since the closure of Wetmore. Traffic has also increased and <br />there is a safety concern, especially of children walking in the <br />area and near the alley access to the lot. They feel the parking <br />lot is not aesthetically pleasing and should not be used by <br />construction workers She said the neighborhood felt the good <br />faith of the hospital has been broken by inconsistent actions <br />It <br />
