Planning staff advised the Hospital that its future expansion should be oriented to Broadway, and <br />that planning staff would not support efforts to expand onto the 13th and Colby site. The City advised the <br />Hospital that it did not want to see significant numbers of pedestrians crossing Colby between Hospital facilities, <br />especially in light of the fact that the Hospital was about to close Wetmore (which had been the only through <br />street east of Colby) thus channeling additional cars onto Colby. <br />The Hospital then considered alternate plans to expand onto a several different blocks, including particularly the <br />1400 block between Colby and Wetmore. It ultimately selected the 1300 block between Rockefeller and Oakes <br />and began to purchase houses on that block. <br />In the early 1990's, both the Community College and the Hospital announced that they were starting to develop <br />revised master plans_ At that time, City planning staff encouraged the College and Hospital to coordinate their <br />planning and to consider the use of the athletic field by the Hospital. That went nowhere because the Hospital's <br />bed census plummeted and they cancelled their planning process. <br />have never heard the Hospital claim that it had a formal agreement with anyone not to expand west of <br />Colby; their initial effort to put the birthing center there would be inconsistent with any such claim.
