of views, and shadows from 175' tall building will decrease the quality of life for the people who <br />make this area their home. <br />The hospital has been dealing and negotiating with the Northwest Neighborhood Association, <br />making promises not to expand westward of Colby (documentation of which is apparently non- <br />existent), while planning to move eastward into the historically less affluent Donovan area. The <br />Northwest Neighborhood Association does not, and has not, represented the interests of the <br />Donovan residents and neither it nor the hospital reached out to the people most affected by this <br />plan until public outcry forced them to. The addresses of those most immediately impacted (the east <br />side of Oakes) are not a mystery, yet no contact was made until other neighbors learned of PEMC's <br />plan and made noise about it. Finally, the CEO of the hospital and the consultant paid by the <br />hospital to see this expansion plan to completion are both on the Vision Committee for Everett, and <br />thus have access to the Planning Commission and opportunities to advise and shape the direction of <br />growth in the city, which inevitably benefits their needs. The Donovan owners feel we've been <br />denied due process. <br />Ultimately, what is at stake here is the character and soul of the North Everett neighborhood. <br />Destruction of prized single family homes in a historic district in order to appease a hospital with <br />other options available simply doesn't make sense, nor does it positively reflect upon the planned <br />growth of Everett. Affordable housing is a crucial element of a vital city, and the proposed hospital <br />plan is in direct contradiction with the city's stated goals. <br />For these reasons and many more we'd be pleased to share with you, we respectfully enter our <br />objections into the public record, and hope the City chooses to abide by the uses set forth in the <br />Comprehensive Plan for the benefit of North Everett and the people who call it home. <br />Sincerely, <br />a"t, kJ -4,-_ <br />Hilary A e Hager <br />1321 Lombard Ave <br />Everett, WA 98201 <br />(On behalf of the Donovan District Neighborhood Group) <br />
