Mr. Koenig, <br />As :its docketing application,: moves forward, Providence .Everett Medical `Center would like to. <br />reiterate its goals .for Block 24.8 and conium .with the'City. that. it is .proceeding..r :accordance with <br />Everett Municipal: Code ("EMC")" Chapter. 2.96 (Historic Resources). Because EMC Chapter 2.96 <br />involves a separate process from that for comprehensive plan amendments, the Medical Center wants <br />to be sure that the two processes areproperly integrated.. <br />As. indicated in its Comprehensive Plan amendment application, the IVledieal Center wishes to. <br />expand its hospital. facilities to the east on Block 248; this ,is in addition to its other plans for the <br />.'Wetmore Block which will contain the new Cancer :Center, It seeks a "Hospital" designation for <br />Block 248; on the Comprehensive, Plan map ;to be followed by a designation of R2 -I (Institutional) <br />OverMay :on the. Zoning map.. The Medical: Center's plans call for $loch 248 to -be developed as <br />parking over the short term and a replaceruent hospital over the long term. <br />block,248, ih presently within the. Donovan Ijistorical .District. There are: several alternatives <br />provided.in EMC Chapter 2.96 to allow removal of the current. residences ft in -the block'. <br />-Removal of structutes as provided under EMC Chapter 2.96.060:.(C)(3), involving a Certif cater <br />of Appropriateness approved by the Mayor. <br />Demolition under -EMC Chapter 2.9.6.060 (C)(4) involvinga.waiver.of the Certificate of <br />Appropriateness requirement. - <br />• Removal of Block 248 from the Historical District under EMC Chapter 2.96.050 (C). <br />Recognizing that there. are several processes underway 'at the same times . we- propose; the' following <br />guidelines for reconciling. the lustortcah;drstrict:designation on Block 248 with.the Medical Center's.. <br />pending request for a change to the comprehensive plan: <br />If:the Medical Center is successf4l" in finding parties who wish to remove the structures from <br />B1ock248,. then we are Ass ummzthat a;Certifrcate of Appropriateness would be issued•as pians <br />for development of Block 248 move forward. <br />10 If demolition -of some or all structures is necessary, and Block 248 remains in.,.the Donovan <br />District. boundaries, then we would require a waiver of the Certificate of Appropriateness <br />requitement:- WV are assuming that this contingency will be.discussed as :part of Historical <br />Commission deliberations on March '9.
