facilities and infrastructure that otherwise wouldn't need to be changed. With a <br />finite amount of available capital to invest in this project, every dollar spent on <br />unnecessary expenses is a dollar no longer available to fund critical modernization <br />and expansion of services. <br />Providence Pacific Campus <br />Functional obsolescence. Economically feasible expansion requires that the <br />hospital build contiguous facilities connecting to its newest construction. Since <br />only expansion zone is located eastward and its newest facilities are located on the <br />west of the site, this would require demolition of significant building square footage <br />in order to. begin the redevelopment process. This would require that the hospital <br />expand its existing building at precisely the location where critical services are <br />currently located—the ambulance entrance to the Emergency Department, main <br />entrance, structure parking—making them obsolete as they now stand. Based upon <br />complicated phasing requirements several services would have to be relocated twice <br />to find a permanent home, which would require major renovation changes and an <br />estimated millions of dollars in increased cost. Finally, significant funds have <br />already been spent relocating the majority of all acute care service to the Colby <br />Campus. <br />Property Acquisition. Providence doesn't own enough property at the Pacific site to <br />redevelop and park the required facilities. Even if the hospital were to pursue this <br />option, there is no guarantee the hospital could eventually purchase all the property <br />required to develop a 500 -bed medical center. Providence Everett would be <br />required to purchase several blocks that would require the assembling of over 30+ <br />individual properties. <br />Delay. Since it would take a minimum of three years to purchase the property, it <br />would delay the start of any expansion for- two to three years beyond when the <br />hospital could begin if the hospital went forward with its plans to expand at Colby <br />in an eastward direction. This would exacerbate an already precarious situation, as <br />the hospital is already often at or near full capacity. The longer the hospital waits to <br />expand, the more difficult it will be to meet the community's healthcare needs. <br />Cost. Expanding onto the Pacific Campus property would significantly increase the <br />cost in a number of areas. First, Providence would incur significant additional cost <br />to purchase of dozens of separate properties. Second, it would require significant <br />reconfiguration of existing facilities and duplicative moves in some cases.
