The following information from the Draft Supplemental Environmental Impact
Statement (DSEIS) is a starting point to address impacts of the project.
Potential Mitigation
• Move and preserve the Donovan District homes in other locations to preserve
housing capacity and the homes. Work with public/private agencies and the private
sector to explore this option and possible sites for relocation.
• Design new PEMC buildings bordering residential neighborhoods to respect and
reflect the architectural features and streetscape of the neighborhood.
• Step the building height up from Oakes toward the west side of the hospital
property.
• Incorporate design features such as roof slopes, spacing of entryways, residential
scale and massing into portions of the development bordering the neighborhood to
maintain the visual image and residential scale neighborhood.
• Design traffic circulation to minimize impact on surrounding residential streets.
• Design new buildings to minimize visual impact and shadow on neighboring
properties.
• Study options to delay demolition of houses on the west side of the 1300 Block of
Oakes until that site is needed for building construction. Consider an interim
parking/shuttle plan using the parking lot of the Rite Aid shopping center for
employee parking.
• Use landscaping to buffer the neighborhood from development.
• Incorporate pedestrian amenities in site development to help integrate the hospital
with neighborhood activity patterns.
13
